It passed, and then the exact scenario described above played out. The schools were (and are) terrible, but the unions did fine, and the organizers built up a tremendous community network that later evolved into the core of someone's powerful political organization. If they support them or start talking about the "labor movement", they're unserious. If they're figured out that "activist" government and expensive government contradict, I'll give them a listen.
